2.BRIEF INFORMATION ABOUT THE DISTRICT

 

The Bokey orda district was founded in 1972 in the south-west 
West Kazakhstan region. The area of the district is 19,2 thousand km2
The population of the district on April 1, 2018 was 16 207 people. The average population density in the district (per 1 km2 of territory) is 0.8 people.

The center of the district is located in the village of Sayhin. The distance from the district center to the city of Uralsk is 550 km.

The district consists of 7 rural districts: Saykhinsky, Urdinsky, Muratsai, Bisensky, Temir Masinsky, Uyalinsky and Saralzhinsky.

5. BASIC FUNCTIONS, OBJECTIVES AND OBJECTIVES:

 

Goals and objectives:

 

1. The mission and goals of the state institution "The Office of Akim of Bokeyorda district" - high-quality and timely information and analytical support and organizational and legal support for the activities of the executive authority of the Bokeyorda district.

The implementation of the state policy in the field of information security, the provision of public services.

2. The main tasks of the state institution "Apparatus of akim of Bokeyorda district" are:

1) in accordance with paragraph 1 of Article 38 of the Law of the Republic of Kazakhstan "On Local Government Administration and Self-Government in the Republic of Kazakhstan", carrying out information, analytical, organizational, legal and logistical support to the activities of the district akim;

2) control over the implementation and organization of the implementation of the akimat and akim's acts of the district, instructions of the akim and deputy akim of the district;

3) unconditional, exhaustive and timely execution of akimat and akim's acts of the district, instructions of the akim and his deputies;

4) timely and full information to the district akim, his deputies and the akimat of the district on the state of affairs in the territory of the Bokeyorda district.

 

Functions:

 

1. The following functions are the subject of activity of the state institution "Apparatus of akim of Bokeyorda district":

1) participates in the implementation of the main directions of the internal and foreign policy of the President and the Government of the Republic of Kazakhstan on the territory of the region by participating in the development of the forecast of the social and economic development of the area, ensuring and monitoring the implementation of state programs and forecasting the social and economic development of the district, its competence;

2) coordinates the activities of enterprises, organizations and institutions of regional subordination in accordance with the powers delegated by the local executive body, ensures interaction and coordination of the activities of state bodies financed from the local budget, territorial bodies of the republican subordination;

3) participates in the development of the socio-economic development strategy of the Bokeyorda region, a set of measures for its implementation, improvement of the mechanisms and tactics of implementing social and economic reforms, and coordinates the activities of the executive authorities in the district for this purpose, by requesting and receiving timely information from them For the analysis, preparation of akim and akimat acts of the district, monitoring of their implementation, the formation of proposals and forecasts on the development of socio-economic environment;

4) organizes and ensures the implementation of legislative acts, acts of the President and the Government of the Republic of Kazakhstan, control over the implementation of akim and akimat acts of the region;

5) participates in the development and makes proposals on the issues of determining priority directions for development in the sphere of production, attraction of foreign credits and investments for the development of import-substituting industries, coordination of interregional relations and the formation of the stock system;

6) organize interaction with the akim's apparatus of the region, higher state bodies, local representative bodies, akims of aul districts, organizations, mass media and the population on issues within the competence of the state institution "Akim apparatus of Bokeyorda district";

7) submit proposals on drafts of legislative and other normative legal acts, acts of akim and akimat of the rayon, district maslikhat;

8) carries out information-analytical, organizational and legal support for meetings, meetings, visits and other events held by the akim of the district and its deputies, solves issues of economic and financial services of the district akim, his deputies and employees of the state institution "Apparatus of akim of Bokeyorda district";

9) ensure compliance with the regulations of the state institution "Apparatus akim of Bokeyorda district";

10) organize documentation support for the activities of the district akim and its deputies, review of official documents, letters, applications and applications of citizens, organize personal reception of citizens, analyze received letters and applications of citizens, document flow, establish and improve records management, work with secret documentation, the official language;

11) ensure the storage of decisions, orders of the akim and resolutions of the akimat of the district;

12) carries out internal control and organization of control over observance of standards and regulations for the provision of public services by state bodies;

13) deals with the issues of assessing the effectiveness of state bodies, conducted both at the regional and district levels;

14) the introduction of information technologies, electronic document management system;

15) implements the personnel policy in the local executive authorities by organizing the study and making proposals for personnel included in the district akim's nomenclature, forming the personnel reserve, organizing their studies, internships, retraining and advanced training;

16) organize the coverage of the activities of the akimat of the district, the akim of the district and its deputies in the mass media, ensure interaction with them, explain the internal and foreign policy pursued by the President and the Government of the Republic of Kazakhstan, the economic and social situation in the region, ways to resolve the issues;

17) ensure coordination and interaction of the akim and the akimat of the district with law enforcement agencies on the issues of strengthening law and order in the district;

18) performs other functions stipulated by the legislation of the Republic of Kazakhstan.
