The village of Kamenka (now the village of Tascala) in the region of the Ural River (Zhayik) was first mentioned in the works "The Expedition of the Comprehensive Study of Nature from St. Petersburg to Lake Baikal" in 1768-1773 by the famous naturalist of the 18th century P.Pallas.
The region was established on November 8, 1933, and until 1996 it was called the Kamensky District. The region is located in the northwestern part of the West Kazakhstan region, on the branch of the railway connecting Kazakhstan and Central Asia with the European part of Russia and on the highway Uralsk-Saratov, borders the Saratov region of the Russian Federation, the Zelenovsky, Akzhayik and Kaztalov districts of the West Kazakhstan Region.
 The total area of ​​the area is 806.1 thousand hectares, the population as of January 1, 2014 is 17.6 thousand people. The regional center is the village of Taskala with a population of 7.9 thousand people, located 80 kilometers from the regional center of the city of Uralsk.
The relief of the region is partly hilly and flat.
On the territory of the district, 7 kilometers north of the village of Taskala, there is the highest point of the West Kazakhstan region (259 m above sea level) - a local nature monument of the mountain "Big Ichka". The total area of ​​the security zone, fixed to preserve the natural landscape, is 175 hectares.
 On clear days from the top of the mountain you can see the city of Uralsk at a distance of 80 kilometers and the village of Ozinki in the Saratov region, 45 kilometers away.
From the eastern slope of the mountain beats fresh spring water and preserved aspen grove. In the vicinity there are rare plant species, streps, marmots and other species of animals are found.
In addition, near the village of  Taskala there are also mountains Glazistaya, Horus Chest, Sinegorje.
On the northern slope of the Glazistaya mountain in winter it is very convenient to organize a snow track for lovers of skis and snowboards with a rope tow rope. Currently, options are being calculated for organizing such leisure.
These natural features of the area can attract tourists of all categories and ages, local historians of the country, in connection with which the region has a significant potential for organizing and developing tourism and sports leisure.
 Hydrographic networks of the district include the river Derkul, a length of 90 km and flowing into the river Chagan, small Chizha-1, Chizha-2.
The Zhaykpai Canal, originating from the Kirov reservoir, flows through the territories of Koszchy, Kazakhstan, Chizha and Mereke rural districts of the region.
On the territory of Chizhinsky rural district there is a state reserve "Birkazan", in unique Chizhinsky spills, where many waterfowl and wild animals dwell.
These features of nature attract not only local fans of hunting and fishing, but also lovers from the Samara and Saratov regions of the Russian Federation and from the city of Uralsk.
At the beginning of the creation, in the district there were 40 collective farms, 6 state farms and 2 MTS. Today, there are 9 rural districts in which there are 28 settlements.

4.The main direction of socio-economic development of the region and tax-base base for this time is agriculture, mainly livestock and field crop farming.
In total there are 882 independent business entities, mainly small ones, including peasant farms, partnerships, as well as individual entrepreneurs working in the sphere of consumer services, trade, public catering, etc. in the district.
Special development is given to breeding farms for the cultivation of Kazakh white-headed meat and commodity farms of cattle, as well as a farm for breeding the West Kazakhstan meat-shearing breed of sheep in the sub-farm of the West Kazakhstan Agrarian Technical University. Zhangir Khan.
Since August 2014, a small animal husbandry has started working at the district center, which has taken up the breeding of the fur-bearing animals in demand in the European market - chinchillas.
Total tax revenue from the activities of the current production is about 15% of the total budget of the district, the rest of the regional budget is subventions and transfers.

In this regard, a few words about the internal reserves or potential of the Taskala district, the implementation of which, we believe, will make a huge contribution to the flourishing of the economy, not only the region and the region, but the Republic as a whole, along the path of the country's accession to the ranks of the 30 most developed countries of the world .
A special potential for further development of the region is widespread underground minerals, the reserves of which were approved by the authorized bodies of the Republic of Kazakhstan on the basis of the results of years of exploration work.
The Taskala district has the capacity to open both large industrial production facilities and a number of small and medium-sized businesses to develop underground minerals based on new technologies.

1. Processing of hydrocarbon resources
Production of fuels and lubricants, gaseous fuels, various chemical products. According to exploration and research data, the reserves and quality of oil and gas raw materials in the territory of the Taskalinsky district are not inferior to the Karachaganak oil and gas field near the city of Aksai in the West Kazakhstan region.
Features of the Taskala hydrocarbon reserves are a huge potential for the development of the region.
Currently, since the spring of 2014, work is underway to clarify the volume of these resources in new areas of the district.
2. Processing of natural quartz sand (content of SiO2 -99.9%) is the possibility of producing polycrystalline silicon, which is very scarce on a global scale (about 47%), a semifinished product for the manufacture of semiconductors widely used in electronics, as well as the possibility of producing glass and articles from Him.
According to scientists, in recent years, the world's growth in the price level for silicon, significantly exceeds the rise in oil prices.
Initiation of this very profitable production is the destiny of large entrepreneurs and investors.
In May of this year in Taskala village a trial innovative technology of composite glass fiber reinforcement production was launched, in alternative to steel reinforcement, which is indispensable for the construction and production of reinforced concrete products.
Due to the significantly low cost and light weight of this product, compared to steel armature, today it does not compete.
3. Portland cement production solves the problem of providing the country, including the regions of Western Kazakhstan and neighboring regions of the Russian Federation, with always in demand cement products. Investigations of independent experts from Russia (Volsk) and Europe (Denmark - FL Smidth and Turkey) cement raw materials of the area, is recognized as unique for the production of high-quality construction portland cement, sulfate-resistant and oil well cement meeting international standards. It is the ability of the Tuscaline cement to be in a competitive environment and attracts potential investors.
4. Manufacture of dry building mixtures - processing of natural chalk stocks, widely distributed in the vicinity of the district, is the source of the production of finishing materials widely used in construction. This product can also be export oriented.
5. Manufacture of refractory and burnt bricks. Today, refractory bricks used in furnaces of metallurgical (black and color) enterprises, cement and other plants are imported from Russia.
At one time, the refractory brick was produced in a small furnace near the station of Semiglavy Mar of the Kamensky district, and during the Great Patriotic War it was sent by wagons to the metallurgical, arms and defense plants of the Soviet Union. These products are always in demand and also have export potential.
Currently, only one small business unit in the village of Taskala produces burnt bricks (the former brick plant of the Lenin state farm). Due to the high quality of local raw materials - clays, the products are high-quality and in demand.
In addition, in the region there is an opportunity to open production for the production of pottery products from chamotte clay. There are experimental single specimens of pottery made by local craftsmen in the village of Semiglavy Mar.
6. Processing of natural rubble - it is possible to produce material used in construction and road construction.
7. Recycling widespread (on the territory of the region) gaizes (SiO2, CaO, MgO, SO3, P2O5). Processing of this mineral also allows obtaining various export-oriented products. From this raw material, according to new technologies, it is possible to produce materials suitable for road construction.
For example, today in the village of Tascala, work has begun to open the production of foam glass and foam blocks from this raw material, which can be used instead of the known expanded clay. This product, in its price, weight and environmental parameters, exceeds the widely used in the construction industry, expanded clay.
These industries have high profitability, real demand and export potential.
The Taskala District, along with the agricultural sector, has great opportunities to reach a new level of development in the industrial sector, to develop the region's natural resources on the basis of innovative technologies.
In the case of using all the above-mentioned industrial productions, the Taskala District alone, having moved from the donor area to the donor area, in terms of tax revenues to the budget, can certainly reach the level of the advanced regions of the Republic of Kazakhstan. This, in the long run, will positively affect the budget of the region, the region and the country as a whole.
